Efforts are undertaken to increase the scope
of circulation of the print media, particularly to rural
communities.
As indicated above under 2.1, print media distribution focuses mainly on
Antananarivo where papers are available daily and on the day of publication.
Other major cities experience delays of a few hours or even days. Some editors try
to make their papers available to communities outside of Antananarivo by sending
them via email for printing locally. Isolated or remote rural areas receive practically
no newspapers. The only exception are some denominational newspapers made
available through affiliated churches, although these are not regular or daily
publications.
Media outlets with sufficient financial resources can send their papers to the
various regions served by airlines. Air Madagascar offers a discount for the
transport of newspapers, but this mode of distribution is still fairly expensive and
unaffordable for most media outlets.
There is no attempt by the state to increase the scope of circulation of the print
media. No special measures have been put in place to ensure or facilitate access for
rural communities.
