Basically, these moderators are governed by a charter that appeals to their integrity and ethical behaviour in the performance of their duties and calls for impartiality in debates. All moderating efforts notwithstanding, there will always be insulting and rude comments published in chat rooms, while in blogs and personal websites content is left to the discretion and personal judgment of individual authors anyway.
