1.10 The state does not seek to block or filter Internet
content unless laws provide for restrictions that serve
a legitimate interest and are necessary in a democratic
society.
There is currently no legal instrument to protect the dissemination of information
via the Internet or that would give the state the right to block or filter Internet
content. There are also no legally accessible technical means for such an
intervention.
Blocking and filtering content on websites and chat rooms is up to the discretion
of the site moderator or administrator. Basically, these moderators are governed by
a charter that appeals to their integrity and ethical behaviour in the performance
of their duties and calls for impartiality in debates. All moderating efforts
notwithstanding, there will always be insulting and rude comments published in
chat rooms, while in blogs and personal websites content is left to the discretion
and personal judgment of individual authors anyway.
