This appears to be because the State lacks the adequate technical means to do so. Certain cases were noted, however, where electronic mails have been hacked to access the personal data of citizens who feel they are being “followed” or “persecuted” for their political activities or affiliations. This allegation was refuted by some panellists who felt that the State lacked the technical capacity to do this.
