Administrative documents that may not be communicated to the public because of their nature or their object, bear the following mention: • defence very secret • defence secret • defence confidential • confidential • limited distribution Efforts are being made to render administrative documents accessible to citizens, thanks to the institutional reforms in progress. However, access to the actual information is not always obvious. In some public administrations, communication mechanisms such as public orientation and information offices are in place, but they don’t always deliver useful information. This law is also among documents submitted for review. No legislation compels owners of websites and blogs to make a declaration or obtain authorisation from the State in order to operate. Websites and blogs are a new domain upon which no legislation or regulation applies. There is concern that this situation could have a negative impact, however. For example, where terrorist groups attempt to use the internet to organise themselves, and criminals make use of websites to promote criminality, pornography and to upset education and morals, the State must control the establishment and operation of these new media bodies through appropriate legislation. 88 AFRICAN MEDIA BAROMETER MALI 2010
