Print publications are not required to obtain
permission to publish from state authorities.
Legally, there is no need to obtain authorisation from the State to publish a
newspaper in Mali. The intention to publish must nevertheless be declared to the
prosecutor according to the law: In accordance with Article 7 of law N°00-46/
AN-RM of July 7, 2000 governing media management and libel acts: “Before the
publication of any newspaper or periodic print, a release declaration will be made to
the prosecutor of the court of first instance, containing the following information:
the title of the newspaper or periodic print and its mode of publication; the name
and the address of the publishing director; the name of the Printers where it must
be printed; the average print run foreseen.” Every document is subject to a Formal
Deposit with the relevant institution. (Article 9).
Radio and television stations are, however, subject to permit requirement.
