3.11 The state/public broadcaster offers as much
diverse and creative local content as economically
achievable.
ORTM offers mostly local content and enormous efforts are deployed to achieve
this. In terms of its radio offerings, all eight regional stations are operational and
offer a considerable amount of diverse, local content.
ORTM’s only television station also provides plenty of diverse, local content.

3.12 Community broadcasting enjoys special
promotion given its potential to broaden access by
communities to the airwaves.
Private radio stations, known as local rural radios (or proximity radios), are
registered as either commercial or associative (community or religious.)
Community radio stations in Mali are governed by the same regulations as private,
commercial radio stations, and are subject to the same restrictions in relation to
specifications, charges and taxes.
An associative radio station is defined as an urban, pre-urban or rural radio
station of which the main activities are essentially dedicated to the satisfaction
of community needs. Community radio stations have a non-profit-making
objective and do not generate most of their income from advertisements. Such
radio stations must broadcast national, local programmes for 70 per cent of their
airtime and they must promote local culture. The management and operation of
an associative radio station are ensured by a board, a management committee and
a technical administration.
