In Mali, media houses do not need to seek authorisation from the Government in order to operate and no limit has been fixed by State when it comes to media ownership, monopolies or competition. The creation of broadcasting companies – particularly private radio stations – has preceded the legislation. Different legislative documents and regulations exist formally and promote diversity in the programmes. This explains the presence of broadcast communication groups such as the network of community radio stations owned by Jamana (10 radio stations), Finzan Groups (eight radio stations) and Kayira (eight radio stations). 98 AFRICAN MEDIA BAROMETER MALI 2010
