to ensure through the preparation, printing and sale of State media titles
in French and other national languages, that the information broadcast will
likely capture the interest of Malian citizens;
to ensure or collaborate with the preparation and printing of any document
contributing to the knowledge of Malian citizens;
to seek, disseminate and distribute, against payment of a fee , national
information in the country and beyond;
to redistribute against payment of a fee to national media and the private
users, a world information service obtained by convention or alliance with
other media agencies;
to carry out the legislation that governs advertisements in the Republic of
Mali;
to collect, carry out or facilitate the realisation of objectives in advertising
work; and to carry out the legislation governing advertising in the Mali
Republic; and
to ensure the publicity status of State media and other requesting parties.

Adequate competition legislation/regulation
seeks to prevent media concentration and monopolies
There is no appropriate legislation in this regard. In Mali, media houses do not
need to seek authorisation from the Government in order to operate and no
limit has been fixed by State when it comes to media ownership, monopolies
or competition. The creation of broadcasting companies – particularly private
radio stations – has preceded the legislation. Different legislative documents
and regulations exist formally and promote diversity in the programmes. This
explains the presence of broadcast communication groups such as the network of
community radio stations owned by Jamana (10 radio stations), Finzan Groups
(eight radio stations) and Kayira (eight radio stations).
