2.11 The country has a coherent ICT policy and/or the
government implements promotional measures, which
aim to meet the information needs of all citizens, including marginalised communities.
A few years ago, Gabon implemented a project for the importation of 500,000
computers for schools. However, a large number of these computers have been
diverted and found themselves in the hands of the members of the families of
certain public authorities. What remains is stored within a Ministerial Department.
This anecdote shows more or less the attitude of the Gabonese leadership in
the promotion of ICTs. Indeed, the country has no consistent policy for the
development of the sector. Despite a few steps, Gabon has missed the 2015
deadline for digital migration.
Organizationally, there are nevertheless a few initiatives. There is a national
agency of digital infrastructure and frequencies. In recent years, a project has
aimed to extend the optical fibre network in the hinterland. The creation of a
Ministry of the Digital Economy shows that the authorities have woken up to the
importance of ICTs.
