3.12 Community broadcasting enjoys special
promotion given its potential to broaden access by
communities to the airwaves.
Community radios are a relatively new medium in Togo and there is no mention
of them in legislation, notably the Press Code act and the law which governs the
HAAC. However, because they are by definition private radios, they are presumed
to be bound by all legal provisions applicable to private radios.
Decree N° 3/2005/HAAC/PR of 3 November 2005 on the licence conditions and
obligations of private radio and television service providers, though, gives one clear
definition: “All non-profit radio or television stations will be regarded as faithbased or community broadcasters”.
