The state/public broadcaster is adequately
funded in a manner that protects it from arbitrary
interference through its budget and from all commercial
pressure.
Because funding for the state broadcaster comes essentially from the state budget,
via the Ministry of Communications, panelists conclude that there is no protection
against arbitrary interference with its budget.
Being able to fend off such arbitrary interference would presuppose some measure
of managerial autonomy. As it is, management needs prior approval from the
Minister for any decision which might have budgetary implications.

The state/public broadcaster is technically
accessible in the entire country.
State radio covers the entire national territory. On Radio Lomé all the local
frequencies that people can tune into to listen to the station are read out every
morning at the start of transmissions. However there are occasional breakdowns.
TVT has achieved almost total coverage, except for a few pockets.
