Because funding for the state broadcaster comes essentially from the state budget, via the Ministry of Communications, panelists conclude that there is no protection against arbitrary interference with its budget. Being able to fend off such arbitrary interference would presuppose some measure of managerial autonomy. As it is, management needs prior approval from the Minister for any decision which might have budgetary implications.
