Print publications are not required to obtain
permission to publish from state authorities.
In theory, the print media in Algeria is subject to a system of declaration. Article
14 of Information Act 90-07 dated 3 April 1990 actually stipulates “the publishing
of all regular publications is unrestricted. For registration and veracity control purposes,
published is, however, subject to a declaration thirty (30) days prior to the publication of
the first issue”. The procedure provides that the declaring party receives a declaration
receipt on the spot.
In reality, the administrative conditions to be met prior to the publication of a
newspaper are equivalent to a system of authorization. Indeed, article 21 of the
same Act stipulates that “prior to the printing of any periodical publication, the
printer shall obtain a copy of the declaration receipt from the editor”.
This stranglehold allows the authorities to have a certain control over the creation
of new publications.
