The public broadcaster is adequately financed to protect
him from biased interference by means of manipulation
of its budget.

ANALYSIS:
The financing of the radio, of the Chadian Press Agency and national
television is mismanaged. These institutions have serious management problems. More often receive “gifts” from national authorities in exchange for a lot of media attention. The law which created
the National Office of Radio and Television (NORTV) instituted an
audio-visual tax of 1% on salaries of the agents of public and private
sectors, which came into effect in January 2007. This new financing
process of the public audio visual service needs time to prove itself
before one can objectively appreciate the editorial independence
vis a vis the government and its stripping.

3.9.

The public broadcasters are technically accessible
countywide.

ANALYSIS:
The national radio does not cover the entire country. There are
regional stations in four major cities which help the population to
follow the national information broadcasts from the capital city
through a relay system. The national television covers only a radius
of 80 km around the capital city. There is a project of extending
reception to the entire country.
