The community audio-visual media benefits from a special
promotion given their potential to extend access to poor
and rural population.

ANALYSIS:
There is no policy of promotion of the community audio-visual media in Chad. Instead, the state imposes taxes on it. However, the
state aid to the media required by law was given only twice since
its establishment 1994. It doesn’t take into account the community
radios but special dispensation gives them these benefits.
