Chad 2.5. The community audio-visual media benefits from a special promotion given their potential to extend access to poor and rural population. ANALYSIS: There is no policy of promotion of the community audio-visual media in Chad. Instead, the state imposes taxes on it. However, the state aid to the media required by law was given only twice since its establishment 1994. ANALYSIS: There is no editorial independence of the written media publish by the public authorities. Those appointed as senior officials of the only daily newspaper behave like public officials or state agents. They prefer to protect their posts instead of informing the public.
