accessing information. Jointly, all newspapers do not reach 30 000
copies per week. One of the major challenges remains the lack of
an effective system of distribution and overlap.

Legislation for the audio-visual media was adopted and
applied and forecasts a favourable environment to public,
commercial and community programmes

ANALYSIS:
Legislation exists but some dispositions do not favour its effectiveness. In particular the high licence fees to radio and television stations while media aid established since 1994 was given only twice
and partially. Because of that, media prefer indirect aid and invoke
the observance of the Florence Convention and the Nairobi Protocol
ratified by most African states and recommend a reduction of tax
applied to the goods and services in the production of intellectual
and cultural products including the media.
This could have helped in the reduction of production costs for newspapers due to the reduction tax reduction on the consumables.
