2.9 The country has a coherent ICT policy or the government implements promotional measures, which
aim to meet the information needs of all citizens, including marginalised communities.
A National ICT Policy was implemented in 2003, indicating some political will
in advancing the country in terms of communication technologies. This policy,
however, does not appear to be broadening access to the internet for all citizens,
according to the panellists, and its implementation is very slow.
“The Tanzania Communications Regulatory Authority (TCRA) lacks staff to
sensitize communities to the benefits of communication technologies. Most
people in the country don’t even know the difference between analogue and
digital. They don’t even know about the upcoming transition to digital television
by 2015.”
