SECTOR 3 3.4 The state/public broadcaster is accountable to the public through a board representative of society at large and selected in an independent, open and transparent manner. According to the 1992 constitution the board of the Ghana Broadcasting Corporation (GBC) is appointed by the NMC. As outlined under indicator 2.4 the organisations represented on the NMC nominate their respective candidates. In regard to broadcasting, some panelists questioned the transparency and openness of this procedure: “Sometimes it’s done in a hush-hush way”. They further doubted whether such a procedure could produce a board really representative of society at large, given the limited scope of bodies represented on the NMC. Others argued that in the modern business it would not be possible to make the process more open than it is now.
