Uganda 2.7 Local or regional independent news agencies gather and distribute information for all media. ANALYSIS: Uganda has a broadcast news agency Uganda Radio Network (URN) which gathers and distributes news to interested radio stations and newspapers. It has correspondents in various parts of the country and is 100 % funded by the international donor community. There is also a print news agency Ultimate Media, which is seen as not very effective. ANALYSIS: Uganda has neither competition legislation nor a policy to ensure media diversity. A draft Information Policy set out to regulate crossmedia ownership but it was not implemented. The Uganda Communications Act 1997 empowers the Communications Commission to promote, develop and enforce fair competition. This applies to all players in the communication industry including telephone service providers.
