Information and Communication Technologies [No. 15 of 2009 131 10. (1) The Authority shall issue the following licences for Licences purposes of this Act: a network licence, to allow the holder thereof to construct, own or make available an electronic communications network, or to provide a network service; and a service licence, to allow the holder thereof to provide one or more electronic communications services. (2) The Authority shall, in respect of each of the licences referred to in subsection (1), issue the following classes of licence: individual licence; and class licence; 11. (1) A person intending to operate a network or provide a Application service under this Act shall apply for an individual licence or a for licence class licence in the prescribed manner upon payment of the prescribed fee. The Authority shall, within sixty days of receipt of an application, grant or reject the application. Where the Authority fails to make a decision within the period referred to under subsection (2), except as otherwise provided under this Act, the application shall be deemed to have been granted. The Authority shall, where it rejects an application for a licence, inform the applicant accordingly and give the reasons therefor. The Authority may request for further particulars or information in respect of an application. 12. (1) The Authority shall issue a licence under this Act, if— Issue of the application is in accordance with the provisions of licence this Act; and the applicant is financially and technically capable of meeting the applicant's obligations and the terms and conditions of the licence. (2) The Authority shall communicate its decision in respect of an application for a licence to the applicant, in writing, within fourteen days of such decision. 13.
