1.11 Media legislation evolves from meaningful consultations among state institutions, citizens and interest groups.
From 2000 to 2009, legislation on the media was the subject of consultations
between the State, the citizens and certain interest groups. But since 2009, media
organisations are no longer consulted. By this means, the State seeks to protect
its interests, particularly in regard to certain provisions of media legislation.
The panel regrets this lack of consultation which confirms the absence of any
debate on ideas, and considers that the State increasingly only consults with
organisations that favour them. However, professional associations managed
to put pressure on the Government, with the result that they were consulted
during the revision of the Press Code, and also during the General Assembly Press
Conference in 2014.
