SECTOR 1 Article 3 of the Organic Law on the HAAC also reinforces support for freedom of expression. It stipulates that: “We uphold the freedom of audio-visual and written communication. This freedom shall be exercised in accordance with the principles of: • • • • • • • • • • human dignity the protection of children and adolescents the safeguarding of peace, law and order and national unity national security imperatives ethics with regard to information and communication the pluralistic nature of schools of thought and opinion public service requirements protection of public health, environment and morals the need to develop a national audio-visual industry free enterprise.” Other legal instruments mentioned by the panel, which uphold and protect freedom of expression in Togo, are as follows: Act Nº 2016-006 of March 30, 2016 on Free access to information and public documentation, Article 19 of the Universal Declaration of Human Rights enshrined in the Constitution of Togo, Article 9 of the African Charter on Human and Peoples’ Rights, and the 1966 International Covenant on Civil and Political Rights (ICCPR).
