The Public Broadcaster, ORTM (L’Office de la Radio et Television Malagasy) is a state broadcaster. It is a public body in its administrative setup run by a Director General nominated by the Council of Ministers. The board of directors has never been set up. There is a hierarchy from the Director General to the Minister of Communication, which makes it impossible to speak of independence under these circumstances.
