obtain the legal deposit number.
In practice, however, newspapers are published before these formalities have
been dealt with. The weekly L’emploi de la Nation, which has been published
since 2012 only regularised its situation two months after its first issue came out
without consequence.

1.6 Entry into and practice of the journalistic profession is not restricted by law.
In fact, according to the terms of article 41 of Law N°90-031 of 21 December
1990, only individuals listed under article 40 of the same law2 and bearing the
professional identity card can undertake the job of a journalist in Madagascar.
This card is issued to individuals having obtained a diploma, a degree or the
certificate issued by a professional journalism training institution recognised by the
State. Else, article 31 allows proof of three years of continuous work experience.

Fulfilling these conditions, a foreign correspondent is considered a journalist, equal to editors, copywriters/translators,
