The body’s decisions on licensing in particular are informed
by a broadcasting policy developed in a transparent and
inclusive manner.

ANALYSIS:
As outlined earlier, there is no independent regulatory body. A discussion paper on a broadcasting policy commissioned by the then
Minister of Tourism and Information in early 2004 never saw the
light of day as an official document.

The public broadcaster is accountable to the public through
a board representative of society at large and selected in
an independent, open and transparent manner.

ANALYSIS:
The board of the Kenya Broadcasting Corporation (KBC) is appointed
by the minister in charge of information. Members are said to be
people politically acceptable to government.
