ANALYSIS: Statutory Instrument number 10/93 can be considered as the framework which generally sets out a favourable environment in the broadcasting industry. But just as in many other cases, there still remains a gap between what is the legal framework and what happens in practice. Some of the objectives outlined in the Statutory Instrument aim at expanding broadcasting programming to cover as many sectors of society as possible, to preserve and highlight local and regional cultural values, transmit information that is of a particular local o regional interest, and encourage solidarity and good neighbourliness among people. According to a large sector of public opinion, regardless of this Statutory Instrument, there is need for a specific legislation to deal with the community broadcasting sector.
