however, that even though such assistance to the media marked considerable
progress, none was given in 2010.
Concerning indirect assistance to the Guinean media, the government has still
not ratified the Florence Convention and hence a 2.5% tax is still imposed on the
importation of newsprint. The Convention commits signatories to avoid taxing
the manufacture of certain intellectual works, including newspapers.
Government advertising, which could help generate revenue to sustain local
newspapers, is placed mostly in foreign media.

All media fairly reflect the voices of both women
and men.
Just about all newspapers tend to concentrate on political information, that is,
sensational stories with an avalanche of daily scandals. Since women are not
very involved in politics, they are less visible in this type of news. (Some panelists
thought that this was not necessarily bad for the image of women.)
There have been some positive developments in the media in recent years, with
women being given more coverage and headline news, especially due to the
emergence of a new generation of women leaders represented by personalities
like the trade unionist Rabiatou Sira Diallo, who led the workers’ strike and
spearheaded their social movement as early as 2006. She is also the President of
the National Transition Council (the transitional parliament).
Panelists also noted that the voice of women is not sufficiently reflected in
certain media because they are not represented there in sufficient numbers. In
fact, they have more of a presence in the broadcast media (especially the state/
public channels) than in the print media, possibly because of the attractiveness
