1.12 Media legislation evolves from meaningful consultations among state institutions, citizens and interest groups. All the interest groups represented on the panel - the Broadcasters’ Union, the Conakry Bar Association, the CNOSC, the National Communication Council and the professional media associations - stated that they were never consulted on the draft media bill before it was made into law by the transitional government. Panelists also pointed out that the representatives of interest groups in the National Transition Council (the transitional parliament), who had taken part in drafting the bill, should have consulted the constituencies that had mandated them and given them with feedback. Some thought that the urgent need to have the media bill adopted during the transitional period might have been the reason why citizens and media professionals were never consulted. Nevertheless, many panelists expressed the view that the lack of consultation did not diminish the quality of the bill.
