The media practice high levels of
professional standards.

The media follow voluntary codes of professional
standards, which are enforced by self-regulatory
bodies that deal with complaints from the public.
he media in Mozambique do not have a formal entity for self-regulation as the
Higher Social Communication Council – as per Constitution of the Republic –
serves as “a body for discipline and consultation” (paragraph 1 of Article 5).
Nevertheless, MISA Mozambique and the National Union of Journalists
(Sindicato Nacional de Jornalistas – SNJ) have jointly played the role of selfregulatory bodies, leading processes that led to the voluntary adoption of Codes
of Conduct in the coverage of the 2003/2004 and 2008/2009 elections. his selfregulation exercise proved especially beneicial as it brought together editors of
the various media on a voluntary basis, around an ethical commitment to balanced
coverage of elections - processes that have always polarised Mozambican society.
Nevertheless, participants noted that the SNJ Ethics Council is dysfunctional
adding that this is a serious failure as the appearance of clearly anti-ethical
practices within the media have not been handled or criticised by this body. his
has resulted in unfavourable public comments about the profession.
