Average score: 4.4 2.8 All media fairly reflect the voices of society in its ethnic, linguistic, religious, political and social diversity. The editorial content of Ivorian media unquestionably reflects the depth of the socio-cultural heritage as well as the diversity of opinions. Overall, the media also addresses various information, cultural, education and entertainment needs. The radio broadcasting environment proposes different formats from generalinterest channels (national radio and local rural radios, private commercial radios, international radios) to theme-based radios: religious (examples: Notre Dame de la Paix in Yamoussoukro – Catholic; Al Bayane in Cocody – Muslim; Fréquence Vie in Cocody – Protestant), musical (Nostalgie), etc... RTI 1, the state-owned television channel, completes the list. But numerous Ivorians lament the poor scheduling of this channel. At the handing-over ceremony of a television transmission truck to the state television in February 2009, President Laurent Gbagbo did not hesitate to express his dissatisfaction with the image that RTI portrays of Ivory Coast to the outside world13. 13 “When we tune into a channel where people are dancing, we know we are in Africa. I am not against dancing. I just want to say that we should show more than just dancing. That is not all of Ivory Coast’s culture that we want to present to the world. What is important is to capture the culture of each region. We can make significant cultural programmes ourselves. We have to fill-in our programme grids ourselves... I have asked the Minister of the Interior to create about ten regions. There will be an RTI office in each region to better promote our cultural values. We need a television that reunites all Ivorians. Hence nobody will feel frustrated. The equality of all the children of Ivory Coast before the television, for me, will be the greatest reform” AFRICAN MEDIA BAROMETER IVORY COAST 2009 97
