1.10 The state does not seek to block or filter internet
content unless laws provide for restrictions that serve
a legitimate interest and are necessary in a democratic

However, a panel member referred to a case in which the site of one of the
organisations involved in the Ivorian crisis, the Patriotic Movement of Ivory
Coast (MPCI) to be precise, appeared to have been hacked for a while as the
website visitors, within the country, were redirected to a pornographic website.
Only internet users outside of Ivory Coast could therefore access the original
content of the site.
