According to the panel, a distinction must be made between the different categories of community broadcasting (private non-profit, municipal, denominational, rural, educational radios, etc.). Special specifications were prepared for local radios (private non-profit radios). Compared to those of private commercial radios, these specifications are relatively soft. The prohibition to broadcast political information was lifted for radios that have at least one professional journalist on their editorial staff. Advertising is also partially authorized.
