3.9 The state/public broadcaster offers diverse programming formats for all interests. With regard to public broadcasting bodies, Act 2004-643 stipulates that they will “... offer the public, taken in its entirety, a set of programmes and services characterized by their diversity and pluralism, their quality and innovation requirements, their respect of the individual’s rights and the democratic principles defined in the Constitution”. The obligations of RTI in terms of programming are clearly indicated in the specifications section attached to the public service broadcasting agreement signed between the State and the broadcaster. According to article 2 of the specifications section, “the licensee, in conformity with the information, education, cultural enhancement and entertainment mission it has been assigned by decree 93-225 of 10 February 1993 on the creation of the company entitled Radiodiffusion Télévision Ivoirienne (RTI), shall develop its programmes with a view to providing information, education, cultural enhancement and entertainment to all components of the Ivorian population”. “We are emerging from a difficult period and need to know each other better. But what do we see?
