Average score: 4.4 3.3 The body regulates broadcasting services and licenses in the public interest and ensures fairness and a diversity of views broadly representing society at large. Among other missions, the National Broadcasting Board is in charge of “guaranteeing access and the fair treatment of institutions of the Republic, political parties, associations and citizens to official information and communications bodies”. As part of its mandate, each month the CNCA assesses the air time given to the different political and social forces (political parties, political support movements, civil society and unions) on Channel one (RTI), TV2, the national radio, the second public radio channel and on Radio ONUCI (institutional radio of the United Nations mission in Ivory Coast). Though the panel admits that the regulator is quite successful in ensuring diversity, it is doubtful as to the issue of fair access. Certain participants question that addresses made by the President of the Republic are not taken into account when determining air time.
