1.11 Media legislation evolves from meaningful consultations among state institutions, citizens and
inter-est groups.
The panel took as example the discussions surrounding the current
Communication Code, which it has deemed as superficial. The participants to
these discussions received a thick document the day before the meeting. The
general opinion is that this discussion was a means to obtain some credibility
vis-à-vis the general public. Those who were principally concerned, the
journalists, have the bitter feeling of having been consulted merely “so that
the law would pass” and have little hope in this Communication Code.
