2.6.5. No adverts on credit in govt-owned media, orders Kambwili (The Post
newspaper 29.04.15)
Information Minister Chishimba Kambwili said it had come to his attention that ZNBC, Daily Mail,
and Times of Zambia were owed a lot of money by government departments through adverts
secured on credit.
In an interview with ZNBC, the Minister said no government department shall be allowed to
advertise in any public media on credit and he warned public media marketing managers that he
would not take kindly to anyone who will defy his directive.
“Government agencies and ministries have been allowed to advertise with these media houses
on credit. I am therefore directing the media houses that, with immediate effect, no government
ministry, no spending agency or quasi-government organizations such as councils will be
allowed to advertise on ZNBC, Zambia Daily Mail, and Times of Zambia without first producing a
cheque.
“So from today, it must be a cheque before an advert and I will not take kindly to any marketing
manager who is going to allow any institution to advertise in any part of the public media without
paying for the advert first.”
He said his ministry had written to the Ministry of Finance to recover all monies owed to public
media houses by government departments before releasing their funding allocations.
This is a welcome move as public media are owed a lot money from government departments. It
is hoped that the Ministry of Finance will assist in recovering most of the revenue. It is also
hoped that this directive will stand the test of time and will be upheld by successive
governments.
