No. 34 85 Communications (d) the manner in which the Authority may exercise any power or perform any duty or function under this Act; (e) standard terms and conditions of each licence category or type; (f) universal services; (g) the minimum local ownership requirement and procedures for the approval and transfer of ownership in any entity holding a licence; (h) electronic monitoring; (i) any matter that under this Act is required or permitted to be prescribed; or (j) any matter that the Minister considers necessary or expedient to give effect to the objectives of this Act. (3) Notwithstanding section 21(e) of the general Interpretation Act, the regulations made under this Act may create offences in respect of any contravention to the regulations, and may for any such contravention impose a fine of up to k5,000,000 and to imprisonment for up to five years. 201.__(1) In the exercise of its functions under this Act, the Authority may make such rules as are necessary for the better carrying out of the provisions of this Act. Cap. 1: 01 Power to make rules (2) The Authority shall publish in the Gazette the rules made under this Act. (3) The Authority shall, within twenty eight days of the publication in Gazette of the rules, inform the public, through the print and electronic media, of the publication of the rules. 202.__(1) where the Authority intends to take a decision in accordance with this Act, it shall consult with any interested party, and shall give the interested party an opportunity to comment on the proposed decision within a period specified by the Authority. (2) The Authority shall publish the results of any consultation launched publicly and the results shall be made available through such means as the Authority considers appropriate in the circumstances, except in the case of information that the Authority considers to be confidential. 203.__(1) Subject to subsection (2), the Communications Act is hereby repealed.
