(v) consumer charging, billing, collection and credit
practices; and
(vi) any other matter relating to the provision of services
under this Act.

154. Every licensee shall, in the provision of its services under
this Act, adhere to the provisions of the Consumer Protection Act,
the Competition and Fair Trading Act, and information and
communication technology consumer rights and obligations.
PART XVIII__UNIVERSAL SERVICE ANd ACCESS
155.__(1) Universal service shall be composed of__

(a) access to the public fixed line and mobile telephone
network;
(b) access to the internet;
(c) public payphone;

(d) directory services;

(e) free emergency services;

(f) access to basic postal services and basic financial services;
(g) access to broadcasting services; and

(h) any other services that the Authority may determine,
subject to the prior written approval of the Minister.
156.__(1) The duties and functions of the Authority in relation to
universal services and universal access shall be__
(a) to define the expected components of universal services
and the remote areas that are un-served or under-served areas and
communities;
(b) to set out the operations to be undertaken to ensure
universal services;
(c) to propose annual and multi-annual universal access
programmes and budgets, as well as activity plans to be
submitted to the Universal Service Fund Committee;
(d) to define, plan and co-ordinate the implementation and
monitoring of the universal access and universal service;
(e) to designate one or more licensees to be in charge of the
universal service or components of the universal service; and
(f) to ensure that the provision of universal services is made on
affordable tariffs that are accessible to all.
