The country has a coherent ICT policy, which
aims to meet the information needs of all citizens,
including marginalised communities.
Analysis:

The Second Rural Communications Development Policy (2009) outlines an
information and communication technologies policy which aims at reducing “the
percentage of Ugandans that are underserved and thus attain the WSIS [World
Summit on the Information Society] target for access to basic information and
communications services”. The policy defines “rural and underserved” as “those
communities that are not able to have access to information and communications
services as well as those that are underserved either due to geographical isolation,
poverty or any social exclusion factor such as gender, disability or age”.
The government is seriously committed to implementing this programme. The
Uganda Communications Commission has some tele-centres around the country,
and actively encourages women to participate.
