Panellists agreed that in reality the government does not want meaningful consultation with its citizens about media legislation, even though it goes through the motions as if it does, and sometimes bills are rushed through without the necessary stakeholder input. “With the information and communication technology (ICT) policy review process, it all looked good in principle and government appeared to be seeking relevant input from stakeholders.
