What distinguishes media companies from other businesses is that they are required to register with the General Post Office, however, this registration is only a formality and permission cannot be denied. Certain sections of the Printing and Publishing Act of 1967 may be seen to be ‘out of step’ with international best practices. Section 7 of the Act prohibits a person from printing or publishing a newspaper without having previously obtained a certificate of registration from the Registrar General and paying the prescribed fee.
