permission to publish from state authorities
Media companies are not required to register to be permitted to publish, but they
are required to register as any other business in terms of the Register of Societies
Act. What distinguishes media companies from other businesses is that they are
required to register with the General Post Office, however, this registration is only
a formality and permission cannot be denied.
Certain sections of the Printing and Publishing Act of 1967 may be seen to be
‘out of step’ with international best practices. Section 7 of the Act prohibits
a person from printing or publishing a newspaper without having previously
obtained a certificate of registration from the Registrar General and paying the
prescribed fee.
