ANALYSIS: Efforts have been made to increase the circulation of print media in the rural areas but mainly for commercial purposes and for wider markets. Mainstream newspapers have regional editions for diversity and focus on issues of immediate local interest. This has also been prompted by the emergence of and competition from small rural papers supported by NGOs. Rural communities though are not great consumers of print media. Improvement though has been tied to infrastructure. The law is also lenient on publishers outside the cities.
