RESEARCH CONCLUSION
The surveyed organisations scored badly in this Transparency Report, especially in the information request category.
All the surveyed organisations are active on social media, and interestingly, all of them have websites except for the
Disaster Management and Mitigation Unit, which rides on the Office of the Vice President’s website.
Almost all the organisations that acknowledged receipt of the request for information requested an introductory
letter, which hinders information access for ordinary citizens.

The Disaster Management and Mitigation Unit has
an active Facebook page, but nothing is significant
on the website, which is housed under the Vice
President’s office. There was no correspondence
from this organisation in response to the request
for information.

Generally, the Energy Regulation Board, Ministry
of Health, National Pension Scheme Authority,
Patents and Companies Registration Agency
performed well in both website and request for
information categories. However, in terms of
scoring, the Patents and Companies Registration
Agency scored better than the others.

Therefore, the 2023 Golden Padlock Award goes to
the Disaster Management and Mitigation Unit.

Therefore, the 2023 Golden Key Award goes to the
Patents and Companies Registration Agency.

RECOMMENDATIONS

The government must expedite the enactment of the ATI legislation before various stakeholders and citizens
begin to perceive this government in the same light as previous administrations that failed to enact right-toinformation legislation.

Public organisations should consider outlining procedures for information requests and details such as whom
to address and publish.
