1.12 Media legislation evolves from meaningful
consultations among state institutions, citizens
and interest groups.
Only one of the three laws that govern the media sector was the outcome
of consultations between those who started HAAC and professional
organizations. his was about law 97-010 of 20 August 1997 which liberalized
the broadcasting system. he problem with this, according to the panelists,
is that the inal version of law 97-010 is not a good representation of the
outcomes of the consultations.
In addition to the consultations with citizens, interest groups and institutions,
one needs to consider other issues such as the collective agreement for media
personnel in Benin but especially the code of information which is still being
discussed.
