1.11 Media legislation evolves from meaningful
consultations among state institutions, citizens and
interest groups.
Legislation on the media in Benin has not always been the result of in-depth
consultation between institutions, citizens and interest groups. One panellist was
convinced that not all citizens, institutions and interest groups nor certain trade
unions and consumer associations were invited to participate in the reflection and
deliberations to develop a new bill on the press.
