1.9 The state does not seek to block or filter Internet
content unless in accordance with laws that provide
for restrictions that serve a legitimate interest and are
necessary in a democratic society, and which are applied by independent courts.
Internet content is not blocked by the state for the simple reason that the state
has not the means to do so. The state has been known to ask an information site
to stop posting content on-line. With the suspension of its print edition for two
weeks in 2011 for “violation of the journalistic code of ethics”, the newspaper
la Nouvelle Tribune continued to publish information on its site. But the HAAC
compelled it to halt further publication of the information until the end of the
suspension. Opinions are divided on the question, particularly as regards the
context and the interpretations and intentions of the Government’s actions.
