Entry into and practice of the journalistic
profession is legally unrestricted.
Entry into and practice of the journalistic profession is completely unrestricted
in Benin. But, for panel members, this is a shortcoming in terms of professional
quality and is in itself a threat to the freedom of the press. Citizens are entitled to
fair and quality information which requires a minimum of rules concerning entry
into and practice of the profession.
Since there are no rules to define criteria for entry into the profession, the press
card cannot fill this void. Even though the unrestricted entry into and practice of
the profession is the recommended universal norm, panel members believe that
the absence of rules and qualification levels required for entry into and practice of
the journalistic profession is a threat to freedom of the press.
