There is no programme production policy except for those produced based on certain partnerships. There is no production budget. Journalists working in the production department at ORTB seem not to be having anything to do. It shall, however, be acknowledged that production as a whole (commercial or not) is predominantly local. However, there are very few ORTB productions. Based on programmes broadcast during the second half of 2009, it appears that communication and audiovisual production agencies in partnership with ORTB or independently (buying air time) produce over 75% of local content.
