Panellists were not very knowledgeable about which regional and international instruments on freedom of expression and freedom of the media have been signed or ratified by the Ghanaian government. However, Ghana is party to the Universal Declaration of Human Rights as well as the African Charter on Human and Peoples’ Rights. Both of these instruments list freedom of expression as a right, and the country is “making an effort to honour” them. Further, because much of the Ghana’s own legislation promotes freedom of expression and freedom of the media, panellists agreed that regional and international instruments on these freedoms are being honoured Scores: Individual scores: 1 Country does not meet indicator 2 Country meets only a few aspects of indicator 3 Country meets some aspects of indicator 4 Country meets most aspects of indicator 5 Country meets all aspects of the indicator Average score: 18 AFRICAN MEDIA BAROMETER GHANA 2013 4.2 (2006: n/a; 2008: n/a; 2011: 3.3)
