independent, the state broadcaster is transformed into
a public broadcaster.

Broadcasting is regulated by an independent body adequately protected
against interference, particularly of a political and economic nature.

ANALYSIS:
There is no body, independent or otherwise, that regulates or tries to organise the broadcasting
sector. Even the boards of the publicly-owned broadcasting media do not reflect the diversity
of civil society. All appointments are made by government except for one which is the prerogative of the professionals.
