Broadcasting regulation is
transparent and independent; the
state broadcaster is transformed into
a truly public broadcaster.
3.1
Broadcasting legislation has been passed
and is implemented that provides for a conducive
environment for public, commercial and community
broadcasting.
Although the IBA Act of 2002 and the ZNBC Amendment Acts of 2002 and
2010 have been passed, they are not yet operational as boards have not been
appointed.
The IBA is tasked to issue licences to public, commercial, community, religious
and subscription broadcasting services, while the ZNBC is intended to regulate
public-service broadcasting. Up until now, however, the Minister of Information
and Broadcasting Services continues to use his discretion to grant broadcasting
licences.
