Print publications are not required to obtain
permission to publish from state authorities.
There is no requirement for legal authorisation as a condition for print publications.
Section 37 of the Press Law makes provisions for the inclusion of such entities into
a directory, but this is merely an administrative procedure and should therefore not
be misinterpreted as an authorisation requirement. This procedure is applicable to
the establishment of all media companies, regardless of their nature. In addition to
this requirement for registration under the Press Law, media companies are also
subject to “other applicable legislation, namely commercial legislation”.
Paragraph 2 of section 38 of the Press Law lays down that an obligatory directory
for prior registration of periodic publications will be provided and made accessible
to the general public, which goes to show once again that this is merely an
administrative procedure.
